Long time lurker, need some help

Hi everyone. Recently my dermatologist told me I have some rosacea. My dad gets very red sometimes when he's irate or when he's working out, but neither of my parents have skin that looks like this. They both have very even toned skin.

I think I developed this around the time I was 15 (I'm 20 now). I started swimming/not using sunscreen while using acne products, and I've thought for the longest time that the sun damage I probably incurred might have something to do with the way my skin is, but I'm not sure anymore.

I have lots of discoloration, and though it's light and easily covered with makeup, it's bothered me for quite some time, especially because I was excited to feel comfortable bare-faced when my acne got better.

Anyway, since I don't really have the time or money to get a second opinion, and since my dermatologist only seemed to bring up laser treatment when I asked him about it, I was wondering if you guys could help me get more of an idea of if this is in fact rosacea and what kind of treatments are available that (like topicals or oral medication)

I'm currently using sunscreen (spf 46) every day and have been consistent for a year. I get very minimal sun exposure. I started using BHA 2% (Paula's Choice) in the morning. I use Tazorac every night for acne/wrinkle prevention I guess. I take birth control pills and Spironolactone to keep my body completely clear of acne.

Basically my face constantly looks a little darker than my neck and the area around my mouth is white. I'm not sure if I would necessarily describe myself as red but I do get red easily an my nose is very sensitive to cold/heat. I get very red everywhere when I exercise except for the mouth area.

I would really appreciate anything you guys know that could help. I'm most annoyed about the white ring around my lips, and it would really help me out if anyone knows what is causing the surrounding area to be darker and what treatment options I should look into.
