small red round spot on forehead

Two years ago I developed a round reddish patch on my forehead and after putting a prescription strength cortisone cream on, it would go away but return several months later. I followed this routine for about two years until I was at my dermatologist for a non red spot matter. Well the red spot happened to appear when I was there-- about the size of a nickel-- and I told my derm about them and what I was doing. She said to stop the cortisone as that is the worst thing I could put on my skin and that I probably had the beginning of rosacea . She prescribed the metro gel and Oracea. Well since therapy I still get one, sometimes two red spots ranging in size from a pencil eraser to a nickel daily to every few days now instead of months like before. Sometimes they disappear in a few hours or over several days. They don't itch or burn. The second day on Oracea I developed mild facial edema and my face feels warm. I have no flushing. I have read voluminously and can find no one whose rosacea started this way or looks like this. The uncertainty is very distressing and not knowing what will happen next. Will the spots get bigger and take over my forehead and move to my cheeks and chin and will I gradually begin to flush and turn red and full of pustules and pimples? I would be grateful for any input. Is this rosacea?
